Ordered a coach purse from this company which seems to have 2 names "New Coach Outlet" and "Offer Coach Bags". The charge was processed on my Visa immediately. New Coach Outlet did not ship purse I paid for

On June 29, 2017 I ordered online from New Coach Outlet / www.offercoachbags.com
a Coach purse and paid by Visa. My Visa payment was processed IMMEDIATELY. One week later I received an email and was told the item I choose was out of stock and to choose 2 or 3 more so I did. Never got a reply back for a week after sending several emails to them. They said they had one and would send it soon. This was 2 weeks ago now and they will not reply to my email anymore when I ask if it is sent or when it will be sent and ask for a tracking number. They just will not reply at all.
I looked at the charge on my visa and typed in the name from the charge on Google and came up with several messages about people being scammed by this place. Is there anything you can do to help me? Can this business be shut down somehow?

I ordered a purse from the web site Newcoachoutlet.com on 2/27/11. I receive the purse to find out that it was not real caoch as they advertsie on line. The purse will not zip and upzip properly. I send the customer services a email requesting a return adress. someone by the name Ada send a email asking for me to send her a picture. I send her another email informing her that I wanted to return it base on the 30 days poicy that are listed on the website. I have not receive a respond.

This was the tracking number EE518574122CN AND tHIS IS THE ADDRESS THEY HAVE ON THE RECEIPT RM 305 NO 25 HABIN ROAD JI ZHUHAI CHINA
