Italian Embassy, New Delhi Visa requirements

Why visa requirements to enter italy from india is very high?
Indians have to show proof of funds for whole duration of their course while people from other countries show it for only one year.
Why such discrimination? And then they say equal right of education for all.
Funds to be shown should be same for everyone. Medicine course in italy is 6 years long, so that means we have to show funds for 6 years, for one year it should be 5500 so for 6 years we have to show 33000 euros. I dont understand why do we have to show proof of funds for 6 years if the validity of visa is 1 year only.
Once I commented about this thing on official instagram post of uniitalia, they deleted my comment. Uniitalia boast about affordable education in italy.
I wanted to study medicine in italy, I qualified imat exam tht is required to study medicine in italy. Imat is tough and needs dedication to pass. When they cancel our visa even after fulfilling visa requirements then our months of hard work that we put in imat preparation go waste.
Italian embassy in delhi has the most visa rejection ratio.

Italian Embassy, New Delhi schengen visa

I applied for Schengen Tourist Visa through VFS through Italy on 18 May 18. Despite all documents being in order, got back my Passport only on 28 Jun 18, just 2 days before my departure. I was in urgent need of my Passport to get Canadian on line approved visa stamped but the Italian embassy just sits on your passport. All your requests, by mail or on phone, directly or through VFS do not mean anything to them. Most stupid, rude and incompetent staff manning the Italian embassy that I have ever come across in my life.
Believe me and JUST DO NOT apply through Italian Embassy. Change your plans and apply through any other Schengen Country. I do not think it is possible to have such stupid and rude people in any other organisation. If you are forced to apply through Italy submit your application just a week or so before departure because you will get your Passport back only 2-3 days before your Flight as per your Ticket.
