First, understand that this refund is actually *your* money which you have loaned to the government, interest-free, all year long. How many banks give you an interest free loan for an entire year with no strings attached? Fix your withholding allowances to come out even (or owe slightly). This accomplishes two things - you get access to your own money year long, and you don't get concerned with the timing of your refund.

Why are you writing to this site about a matter which you should address to the site and/or your bank? Your bank can fix this for free. Contacting a lawyer (or making an empty threat to do so) over $100 is a waste of your time and will cost you more than what they took out in the first place.

People never read anything they sign, and rarely open up their mail - otherwise, the OP would know that her CC company has methods for disputing payments. However, you will still need to prove that the service you ordered was not what they said you would receive.
A cheaper alternative would have been to just look up the public court records - those are free.

Stop going out to eat for lunch/dinner/coffee.
Pay off the higher interest and larger balances first.
Stand back and watch how quickly the debt disappears (and your diet will probably improve, too).
Contact your bank to dispute the charge and their fraud department will investigate. You may also want to have them create a new account for you.
Also, lock your computer down and stop clicking on every popup window you see. More than likely, your financial information was gleaned from your malware infested computer.
I don't know what contract or service agreement you may have signed, so you may want to look that over. On the flip side - if your state does not require everyone to go through a driving school, then why don't you teach your daughter? You really can't get pissed at a company because they asked for proof of purchase - this is standard in the software business in order to combat piracy. This is why you make backups, and keep the originals (with all documentation) in a safe place. It's so much easier to blame the company than it is to take personal responsibility.

I've financed two cars with Chase, but I never got a single phone call from them because I PAID MY BILLS ON TIME. I know, it's a difficult concept to grasp, but I've found this is the easiest way to not be harassed when I'm at work. I don't know how I manage, in these tough economic times - you know, how my salary remains constantly on the upward tick because I chose a career field that didn't involve food, hair, or a cash register.
Tough times, all around! I'm not quite sure how I managed to pay off the first car in less than two years while picking up another car payment in addition to my mortgage. To answer your accusation - no, I am not quick to put other people down, but I'll still point it out because the situation is hilarious. It's one thing to be legitimately duped by a bait and switch, not fully understand the intricacies of a convoluted contract, or have some CSR treat you like crap when you have a valid complaint. It's entirely something else to believe that someone on the phone possesses clairvoyance and can communicate with the dead. It's called social engineering and just knowing how to read people. Some of you are like short stories while others are reference texts.
The people who believe in psychics are a superstitious lot who didn't pay enough attention in school so they could figure out that their curriculum tried to teach the scientific method, logic, and problem solving. Having said that, there are many things which we do not fully understand - but that's why we study and learn through trial and error. Unfortunately for the majority of the people in this thread, their wallets suffered because they didn't stop to think logically.
