I just read your post. It’s important to me that your concerns are addressed and that your issue is resolved. I checked our records and found that you cancelled your Complete Savings membership on August 3, 2010. At that time a refund of the $12 charge was processed as you requested. This refund would have appeared as a credit in your account. There have been no further charges to your account since then and you will not be billed again in the future.

It's possible that if you initially had your bank charge back the $12 then your account would have been double-credited when our refund was processed. If this is the case, then the new $12 charge you are seeing in your account could be your bank reconciling your account so that you are not double-credited. I suggest you contact your bank to find out if this is the case.
