If you prepaid through HBC then the hotel wasnt supposed to charge you also. That is the amount that they charge the website. It was just charged to you by mistake. The amount the hotel charges the website is lower then what you paid because this is how they make their money. This is not a non profit organization
When you check into a room they make you sign the registration card which shows the room rate on it. What did it say?
This only shows the advertisment page. During the booking process, did any of those pages show the cancel policy? You may have not seen it.

Part of the deal of getting the cheap rate is you can not cancel. It says this in a few places. Do not book reservations that you can not cancel if you do not want this to happen.
