Playbill Travel review: Cruise canceled for virus concerns - no refund of monies paid

I booked Broadway in the Great Northwest river cruise via Playbill Travel. Thel trip was over $11, 000.00 for two persons. Cruise was cancelled by American Steamboat Co., American Empress on the Snake and Columbia rivers on 04/26/20 - 05/04/20. Playbill Travel booked the entire ship for a special Broadway entertainment theme 1 week cruise. The cruise line cancelled the cruise due to the shutdown because of the Covid 19 Pandemic. No refund has been made. The travel agent blames the cruise line for holding the money. I have asked for a full refund and received an email stating "Those who expect a 100% refund will be disappointed." No date for a refund has been made and I was forced to make a claim with the travel insurance company, Travel Guard. The insurance claim has yet to be opened by Travel Guard.
