Nevada Highway Patrol [NHP] - negligence on behalf of an nhp trooper that has resulted in severe damage to my recently purchased vehicle.

On the evening of december 18th, 2019 at approximately 7:00 pm I had just finished doing some christmas shopping with my boyfriend. We proceeded to merge on to 395/580 nb via the moana northbound on-ramp as that is the direction of our home. Within a quarter mile of merging onto 395/580 northbound, both my boyfriend and I immediately noticed a single dodge charger nhp trooper on the right shoulder, a disabled vehicle of some kind and a tow truck so we took it slow - 30 to 35 mph or so, out of respect of course, however within seconds of passing the scene I see out of my left eye something shoot across the highway from the furthest left lane directly in to the path of my vehicle, keep in mind I am one lane off the right shoulder as I have just started accelerating into the flow of traffic and with little to no time to react I was nearly able to entirely avoid what was apparently the wheel of the disabled vehicle, "or some vehicle, who knows?" which had ricocheted off of someone else's tire or vehicle and shot towards me like a hockey puck on steroids. I avoided hitting it with my front driver's side tire however the passenger side wasn't so lucky. Almost immediately chaos more or less began to ensue as other vehicles were coming upon the wheel/tire and attempting to avoid the same costly and unfortunate mistake we had just made, so we figured between that, the fact that it was dark, cold and past 7pm it would be not only in our best interest but everyone around us as well as for our own safety best to attempt to limp off the freeway and get off on plumb and park immediately to call aaa. My boyfriend prayed it would simply be a flat or a tire off the bead on the passenger side, we could easily limp to the nearest parking lot, he could install our spare and we would be on our way. Upon arrival at the hyatt
Place @ 1790 plumb ln. - the first available parking lot/safe space out of the range of hockey puck like 50-100 pound projectile-esque wheels shooting from any and all directions, my boyfriend got out of the car and to our dismay realized that both passenger side tires were already nearly flat. We sat for a moment to collect our thoughts, make sure we were both okay and decide where to go from there. Having only a single spare, silly me, he decided he would go in to the hyatt place and speak with an employee about leaving our vehicle parked overnight and I would call my mother. My boyfriend spoke with two employees associated with the hyatt place that evening around 7:15, the 18th of december, one he described as late 20's to mid 30's, taller 5'8"+ brunette the other of similar height and stature appearing to be in her late 40's with silver/blonde hair. Both of which assured him that as long as the vehicle was in a spot, out of the way, it would be fine. He explained exactly what I just did above and a couple in their late 50's overheard what he was explaining to the employees and then approached him and asked if he was in the white chrysler 300, which we were, and had just been involved in that mash up before the plumb off-ramp, my boyfriend spoke with the gentlemen for a moment or two about the incident and they both went on their way.in that time I had spoken with my mother, who called aaa and was told that there would be an approximately 240 minute/4 hours wait time at that moment for any incident requiring assistance and upon hearing that we both decided it'd be best to empty the presents and wait for my mother to arrive and then head home to our two rescue pups. By the time we were home and settled in it was nearly 11 and my boyfriend had begun researching who to contact, he spoke to a young woman with the nhp, appearing to be a dispatch by what he overheard while attempting to have a conversation with her, that scoffed at him for"calling 4 hours after an incident had occurred."like we have nothing better to do and our entire lives revolve around attempting to makeup for the lack of due diligence on an nhp trooper's part, she gave him this reference number when he asked for info on that incident : #[protected] and explained four of five other people had called about being involved as well. The following morning, december 19th, 2019 was when the real fun began! I know you are loving reading all of this, I sure am enjoying writing it! After my first break from work, I called aaa to get an estimated arrival time as I had been coordinating with my mother since the night before about having her take my boyfriend and I to inspect the damage and see what the best course of action would be - attempt to fill both tires, if they'd hold air, and drive to a dealership, get it towed to my mother's home for my boyfriend to take a look there, or what have you. Upon the arrival of the aaa tow truck driver at 12:30pm, an hour and a half after we called, we were able to get a look underneath the vehicle which is when to our dismay we saw that our new to us vehicle, which has custom 22" dolce dc28 wheels on brand new delinte desert storm d8+ tires, two of which were now ruined. The rear passenger tire was missing approximately a 6"x 3" solid chunk from the inside and the front passenger wheel had a smaller 1"x 1" crack/chunk missing, (I have photos of everything, btw) so naturally neither tire would hold air, the spare option was null and avoid and it was tow truck time. That is when we started the car for the first time since the incident, the tow truck driver informed my boyfriend the car is supposed to be loaded front end first so he was going to back it up and that was it. Wow. It sounded rough, keep in mind we had just purchased this vehicle less than a month prior and we were naturally quite upset. It was a 2007 with only 98k miles and zero issues cosmetically or mechanically. We share the vehicle and for our only mode of transportation to be down for any extended period of time is a huge burden and massive cause of unnecessary stress this time of year on not only us but our entire family. Money is already tight being it is the holiday season however throw on too having just paid nearly $6, 000 cash for a vehicle, things get tough. We were suddenly out two wheels, possibly two tires, we had a new rattle/ noise when accelerating at all, warning lights on the dash that previously were nonexistent etc. All showing up suddenly and no way to fix any of it in the foreseeable future. We had our vehicle towed to my mother's home the afternoon of the 19th where it still sits waiting to be repaired. Now, my question is, where do we go from here? Do I call the family lawyer, do you have some system for these types of incidents or both? I both want and need my vehicle repaired asap as I along with my boyfriend have both missed valuable time from work and are essentially currently out nearly $6, 000. So let's make it happen.
