Conservices Utilities review: Unfair billing

- I rented a room for my nephew at the Spoke apartment in Davis. Since his mother is very sick, he went back to Hong Kong. Therefore, I have to take over his unit, but no one lives there since November 2020. However, I still need to pay around $100 a month utility. I talked to Conservices staff; they said that they don't measure water and sewer fees, so we still have to split the charges with other units. All apartments should have their own bills, I don't understand why we have to pay the charges for others even if we don't use it. I asked for a discounted rate; they said that they cannot reduce the fees even if no one uses the unit.
