Halt-Ten Collins reviews and complaints

New people moved in upstairs in April 2009. They are so loud but no one cares. They play a drum set, yes, a drum set, for hours at a time. Imagine living underneath someone playing the drums. I have spoken with the manager several times but nothing is done about them. Sure she says they are getting a 3 day notice, or getting evicted, but their still here, still playing the drums. they play very loud music, have these crazy fights where the cops have to come break it up. Sometimes they fight in the middle of the night and wake us up. They stomp around upstairs and sometimes it sounds like they drop a bowling ball on the floor. But the manager doesnt seem to care.
The water heater upstairs broke at 1:00am in May, flooding our apartment. Call plumbers, they go up to turn it off and the neighbors deny entry. next day come the man upstairs and yells at us and threatens us. Manager doesnt care.
my sons mattress is ruined from the water, manager/owner doesnt care.
Hole in our ceiling from water damage almost 2 months before they finally fix.
and lets not forget that April 2008 our pipes burst and flooded our place. There is still a hole that goes from our kitchen to the outside, ok its a small hole, size of a quarter, but still, its a hole!
The floor in our kitchen blistered from all the water intrusion, and now there are huge holes, and guess what! No one cares, the floor is still there with holes in it!
we are going to move out asap! I hate this place, I would never ever recommend this horrible place.
We been here 3 years and have had 4 different managers!
they never answer the phone, never! we call over and over, leave messages. no answer. if they do answer, which is so rare we dont even bother to call anymore, they just lie about what they are going to do, they just say what we want to hear and dont follow through.

This company should not be allowed to operate an apartment complex. Many, many complaints but the two most obscene examples of their behavior are: 1. Water damage to an entire room due to an unfixed roof January '08 (lost computer & various other computer parts, many books, luggage, etc... 1, 000's of dollars worth of property), 20 calls (with two messages) left at the emergency line, manager's apartment, and rental company all unanswered... They do not use their emergency line (why have one, then?)... Of course, even though the losses were due to their negligence, they refused to take any responsibility and in fact turned the blame on us saying water came through the window where we placed a window a/c unit (no water actually came through that area, but even if it were so, none of our ruined things were in front of that area, all the expensive items were under the various drips from the ceiling).

2. The water is continually shut off in the complex due to "plumbing repairs." Understandable every once in awhile, however it occurs an average of one full day every two weeks, including weekends, often past the time they say the water will be turned on... this is completed unacceptable as water is needed to bathe, pee, ###, drink, wash, etc... It happens so often and they use the same plumbing company every time... Obviously, Halt-Ten is either being shabby in their request in order to save money so little patches that take up a lot of time are required often, or the plumbing company is incapable of completing their task correctly and they need to be replaced. One or the other, no excuses for being without water days at time, most weeks.
