Family First Medicine / Dr. Jerry Smith review: refusing to release my medical records until I pay what he says I owe. 1

I submitted a complaint yesterday about this Facility and doctor. My new doctor, Dr. Bobby Ensminger requested my records first on 12/29/18, then again on 1/22/19. Family First Medicine keeps telling him it will be 2 weeks on both requests. ***Then Dr. Jerry Smith called me on 1/23/19 @ 3:23 PM and told me " that I owed a bill and needed to come down to his office right now and pay it or else he was not going to release my medical records". I informed him that it is illegal and against HIPAA laws for him to hold my records hostage due to an unpaid bill. That I would pay what I truly owe Family First Medicine and that I always have, but he needed to release my records to new doctor. He said "you come here right now and pay your bill and we will go from there". I told him that if he forced me to, that I would take legal action on him to get my records. Dr. Smith stated "go ahead, but you aren't getting the records until you pay the bill". I told him no, you release my records and we will go from there. My husband, David Woods was on the extension and heard every thing Dr. Smith said. When Dr. Smith heard my husband's voice, Dr. Smith promptly hung up. This Dr. Smith seems to have no problem with breaking HIPAA laws or threatening me with holding my records hostage in order to get me to pay whatever he wants.
