After my making a progress payment of 90%, Lee Moore took the money & abandoned the lawn irrigaion installation project.
Lee Moore (owner) included in his project bid that he would annually, for the duration of my home ownership, inspect his newly installed water backflow system, as required by the Charleston City Water company. Not only did he never inspect the backflow system, but I later discovered that he was not authorized by Charleston's water company to perform such inspections.
I had to pay a significant amount for another company to finish the project. I have since learned from people that used to work with him, when he was employed at another company, that he has done this same crap to other unsuspecting homeowners.
I am posting this so that others won't get suckered in by his kind nature and sincerity. Let the buyer BEWARE!
Below is the letter sent to him on June 17, 2008 to which he never replied. This project was totally abandoned by Lee Moore.

Dear Mr. Moore:
This is to formally notify you of the above subject declarations for your work on my lawn irrigation project in April of this year.
The following work is required from you and/or your company in order to fulfill your agreement and remedy the situation:
1. The rotary sprinkler pop-up heads were not adjusted for proper area coverage.
2. The fixed sprinkler pop-ups need spray heads of the appropriate watering angle. As installed, no spray heads are affixed, only the flush-out heads.
3. Two fixed sprinkler pop-up valves have no heads attached, thereby causing gushers when their respective zones are activated.
4. The entire irrigation system was not tested for leaks prior to refilling the irrigation trenches with dirt.
5. The irrigation pipes are cross-connected for zones 4 & 5. This causes both zones to simultaneously water when either zone is activated.
6. The solenoid for zone 7 is non operable. Their wires are not connected to any in-ground wiring.
7. The riser for zone 7 was not capped.
8. The irrigation trenches that were refilled were not seeded with grass, as you had promised.
9. The plastic key for adjusting the Hunter pop-up heads was not rovided.
10. The add-on module to activate zone 7 was not provided for the irrigation controller.
11. The coaxial cable for cable TV was severed in two locations; in the front yard and in the rear yard by your Ditch Witch. There was no regard for the paint markings that you had accomplished for cable location and alert.
12. The dirt needs to be leveled where trenches were dug and sprinkler heads were installed.
13. 10 unused green bibs that I had purchased for the sprinkler heads were kept by your crew.
In accordance with my good nature and desire to give you more than ample opportunity to remedy the above, I am giving you 72 hours to properly conclude this project. This is in spite of your not returning my phone calls and subsequently making two broken promises to appear for work completion on May 23rd.
Failure to remedy the above may result in legal action against you and your company as well as unfavorable reports being posted on consumer complaint web sites. Should legal action become necessary, you may also be held responsible for damages amounting to three times the contract amount.
I look forward to an amicable conclusion of this lawn irrigation project so that legal action does not become necessary.
