Camella Town Homes Classic Parañaque City review: House & lot but only have title for the land not the house!

We have been dealing with our parents property in Camella Town Homes in Sucat Parañaque since last year 2023. Up until now Camella/Bria homes is not cooperative to speak to us. They keep us asking to get Tax Declaration from the assessor but the assessor said DEVELOPER should be dealing with the paperwork. Developer should submit paperwork to the assessor once the property has been fully paid. The property has been fully paid since 2004, to our surprise on the tax receipt the house is still on the HOUSE DEVELOPMENT but the land is already on my father’s name. How come the land has been changed to the owner and the house is NOT. And up until today it is not been settled, they still keep asking us for the OLD TAX DECLARATION (HTD). I went to Home mortgage to get an advise and still the same answer the DEVELOPER should process the paperwork not you. Can anyone please sort our problems as soon as possible, because we are trying to get the government TAX AMNESTY.
