Axess-Corrosion Inc. / Wells Fargo Bank review: Refund of Transferred Money to "Axess-Corrossion Inc" account in Wells Fargo Bank

We are Mawaris Trading Est. based in Al-Khobar, Saudi Arabia suppliers to EPC, Drilling & Offshore companies. We have indirect Purchase Order from Saudi Aramco to supply Corrosion Coupons & Detectors. We have asked "Axess Corrossion Inc" (2001 Timberloch Place, Suite 500, The Woodlands, TX 77380, USA, Tel: +[protected]) to quote for this and we have place purchase order. We have placed our PO to Axess Corrosion on 2/4/2023 and asked them to provide us the proforma invoice and bank details to arrange for the payment. On 26th April 2023 we have made the payment through our SABB bank to the following bank details provided by the Axess Corrosion. (Wells Fargo, Beneficiary: Axess-Corrosion Inc., Bank Address: 5625 FM 1960 RD Houston TX 77069, Account # [protected], Swift Code: WFBIUS6S) amount $22,560. On 4th May we received e-mail from Axess that there bank has refused to release their payment with the excuse that the account has been dormant for a while and they have to forfeit a 30% tax which they have disagreed. To this regard, they asked us to notify our bank to request a call back/reversal on the payment. This is the only way around this issue as they have insisted on taking the 30% which will not be feasible for them.” We have checked with our Saudi bank and they told us it is not possible to send any swift message and cancel the transaction. Our money is in hold with Wells Fargo bank. We have asked Axess Corrosion to contact their bank Wells Fargo and solve the issue. But they are asking us to contact our bank and recall the transaction, which is not possible by our bank. And our money is in hold with Wells Fargo Bank. We want our money back.
