Abacus Technologies, Inc.Send wrong electronic components

We purchased 2500pcs of electronic components from Abacus Technologies, Inc. Our purchasing order enphasized on that the components must be ROHS compliant. But when we received the components from Abacus Technologies, Inc. we found the components are so old and not ROHS compliant at all. We called Abucas and ask for the return, Abacus refused to issue an authorized return number. They just simply do not respond our any message - email and phone calls. Since we already paid to them by the company's check, we don't know how to get our money back.
By the way, ROHS stands for Restriction of Hazardous Substances. Its definition is as follow:

Working in partnership with the policy lead at BERR (The Department for Business, Enterprise & Regulatory Reform), NWML is the UK Enforcement Authority for the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment Regulations 2008 (the “RoHS Regulations”). These Regulations implement EU Directive 2002/95 which bans the placing on the EU market of new electrical and electronic equipment containing more than agreed levels of lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyl (PBB) and polybrominated diphenyl ether (PBDE) flame ###ants.

Manufacturers need to understand the requirements of the RoHS Directive to ensure that their products, and their components, comply.

This company is a third party broker and does not stock anything nor is it franchised for any of the semiconductor lines they sell. Don't believe me, just call the factory and ask them! They will buy parts from other brokers when they have to so the audit trail is sketchy at best. This is why they often ask you to sign a no cancel, no return agreement on each sale. You are not doing yourself any favors by doing business with them as the factory will not offer you any support in the event of failures or quality problems.

By the way, the reason I know all of this is because I am an ex employee who could not stand the idea of constantly decieving my customers.
