91 Express review: Violation

I have had a Toll Roads Pass for years. 12/31/22 I went though the 3+ lane and received a violation for a toll of $0.00 with a fine of $25.00. I have contested this and have had The Toll Roads so everything in they can to get this violation removed. 91Express has refused even thought they have received all the documentation and updates as requested. The 91Express Lane is a total scam on violations. The rep told me how many times this happens and everyone gets stuck with fines that are absurd. They sent a letter stating I can have a 3rd party review and to pay it. The letter came after the "15" days I had to dispute. There has already been so many law suits. Why is this company not regulated?
