It is clearly written on "Official Rules" attached to the mailing: "NO PURCHASE NECESSARY TO ENTER OR WIN - PURCHASING DOES NOT IMPROVE YOUR CHANCES OF WINNING - YOU HAVE NOT YET WON". It is also written on the sweepstakes information: "NO PURCHASE NECESSARY. PURCHASE WILL NOT INCREASE CHANCE OF WINNING".
Nobody should send money if they do not understand the message, or one should ask someone for assistance prior to sending a check or money order. On "Official Rules" attached to the form, there is also a phone number available for inquiries: [protected].
Hard to imagine what the sweepstakes could do to better inform recipients and/or participants...

It could possibly be a scam, but if you read the whole form is says you have the chance if you send the entry in within the 7 day period. The fee is for a premium offer to get a gift certificate for $2500 to spend on items at their web site for up to 75% off their merchandise and service offerings (I am assuming you pay the 25% of whatever is remaining). On the judging sheet it does say NO PURCHASE NECESSARY and purchase will not increase your chances. You will also notice the drawing for the winning will not be done til Feb 28, 2012.
Also in the instruction on the other sheet that comes with the entry it says NO PURCHASE NECESSARY TO ENTER OR WIN. PURCHASING DOES NOT IMPROVE YOUR CHANCES OF WINNING, YOU HAVE NOT YET WON.
