Staffing/employment agency
This staffing company has hired people as technical recruiters with little more than waitress, bartender, cheerleader, hotel front desk receptionist, car salesman, etc. Experience. They also have no clue how to handle a candidate with care, to the point that they have ruined job opportunities for people with their carelessness, lies and general lack of concern for the person who is supposed to be getting the job.
This was my personal experience with them, and if you read glassdoor.Com reviews about them, it will tell you pretty much the same thing.

As far as my experience went, they hire people based on the fact that they are 99% mostly 35 and under and look like they were in a sorority or fraternity, rather than hire people that know the IT business and actually know what the word "professionalism" means.
