Tennessee Workman's Compensation review: To settle the claim and them get penalized so it don't happen to any more Americans

I was injured at work July 2013 Immediately thereafter I was laid off then a short period later got a letter that I was fired. 9 months later the backpay check was 11000 dollars short and June 2020 I had a job at another Company and Workman's Compensation had me take off work for a reverse total shoulder replacement. Then informed me I was eligible for benefits 2 years later they admit it was a mistake but still no money and will not answer any messages. I have documentation if everything but haven't received a dime and have lost everything including children. Please Help me
