Revel Transport review: Settlement not paid

Revel Transport out of Philadelphia, PA owes my partner and I for work performed in July of 2023.
Payment has been delayed repeatedly and is now nearly 4 months overdue.
The owner has given many excuses and reasons for not paying us in a timely manner. He stopped responding to any text or call 3 weeks ago (mid-October) after promising payment within the week.
We are now aware that he has a long history of failing to pay his contractors.
We have been unable to get help from government/agencies and believe legal action may be our only recourse.
