Philippine customs review: over priced duty 100%

I ordered ornamental hand tools from China to make scrolls and fancy gates. Cost 35, 700.00 peso. shipping through Fed Ex was 32, 634.00 peso. Customs charge is 36, 068.75 peso. Does this look honest to anyone?
Over 100% duty! What is wrong with them? how could anyone live here under this kind of treatment when you need something. They are past corrupt here. They are delivering the tools on Sunday and expect to receive payment for the duty through Fed Ex. What choices does a person have ? how can you say, NO thats just corruption in its highest form! I have all the paperwork involved from seller to delivery to prove exactly what I'm saying here. Will some one please step in and stop this outrageous scamming from the customs dept here.
Please help bring honest relations to the Philippines.
