Ohio Edison review: Bill

I live in a bottom floor 2 bedroom apartment my monthly bill is 200 or more a month I don't instant why so high bck in last March my bill was estimated so oe credited me from March to Sept but my bill was still high than too I am being estimated not having my meter read for months now but no credit now this makes no sense to hve such high bill others who live on bottom floor pay under 140 but mine always 200 or more how is this possible people in houses pay less that's crazy
