I go visit my veteran father about once a month. My visits don't usually last long and are never overnight. In fact the morning of August 6th when i arrived at his apartments at 7:00am the entire parking lot was nearly empty. After parking I had 1 vacant space to the left and 3 vacant spaces to the right of my car. I noticed my dads patio door that looks directly over where I parked was open. I went inside and visited with him in the living room right next to the OPEN patio door. No television or radio was used while we were talking. A door that remained opened the entire time. I was extremely surprised when I returned downstairs to find that my car was gone. I shouted up toward the open patio door "Dad!". He heard me and stepped out on the balcony. How could he hear my shout but we didn't hear a tow truck pulling in, backing up, hooking up, gathering necessary paperwork and leaving with my car? I asked my dad who owned the vehicle that sat where my car was? The same empty parking spaces surrounding it as before. My dad told me this was the first time he had ever seen this car and he also tells me that since that day the car has not returned. I found a sign that was posted about unauthorized towing and called the phone number. The woman on the phone informed me that they did indeed have my car and if I arrive before 5:00pm it would be$268.29 to get my car back. I had made the phone call to her at 10:38am. I asked where they were located and the only directions she would give me was they were at "4th Plain & Andreson". The exact address was not given and the address printed on the sign was not correct.
I had a hard time finding it since my car was inside a building and not visible. Only reason I found it was because of the 1 single tow truck parked in front. When I went into the office I asked to see the signature of the person that was on scene during the tow. She refused to show me and said it was confidential. When I asked for the Right of redemption form she said it was the paper I had just signed which she was keeping. When I told her I was going to need a copy of it she about lost it. She was talking on the phone while she was helping me and informed the person that she was talking to that "someone was asking her for a bunch of extra stuff". She made a copy of it for me and kept the original for herself. Then I asked her for the court form and she didn't take that well either. These are forms that she should be giving me without me having to ask. In fact it states right on the paper that it is my right to know that there was in fact someone besides the tow truck driver present on the scene at the time of the tow. Rights and obligations that are put into place so I can have a judge decide whether Mr. Maintenance man is being given benefits or incentive by his business partner Mr. Joe Tow for the authorization to remove vehicles at his own discretion. Being as quiet as possible not to alarm the owners. RCW 46.55.035
The receipt of payment and record of the tow paper shows that the tow truck driver had been dispatched for tow at 8:35am. The Ester Short office does not open until 9:00am. This rules out me being parked in someone's parking space and them making a formal complaint at the office for which my car was then removed.

I reside in oregon city, had taken my daughter to main street for advantage optical appt, was lookijn for parking and all had signs and numbers, we located the advantage optical 2 spaces, but a delivery truck was occupying it, so we went around until we found a space that did not have their sign and parked. it was in the same Parking areea for where we were at.. 30 minutes later, we see a tower towing our car away, retriever towing. that was on 11-11 at 4pm .an hour and a half later we call them and first quote was 423.00, , and by 11 -12 at 230m we paid 452.00 cash, had to set appt for an hour later to meet ..
