MetroAtlanta Ambulance Service patient care and unethical illegal behavior

My brother died when EMS failed to recognize and act on the severity of his condition. No equipment brought to his side, no assessment. Not treated as emergency and when he crashed treatment finally began. Even though PCR was falsified with supporting evidence...which is illegal this medic was not fired. No sanctions recommended against license. Medic made impulse decision to doctor the report and he obviously panicked because his pcr was flagged by the CQI software for failure to obtain receiving physician signature on ETT placement in addition to other problems with the documentation. There were problems because the data was not true. Medic lied to his superiors and I have audio of superiors saying medic said he performed treatment. During their investigated they found no equipment was brought in. So how can you treat with O2 without a tank in the house...or do an EKG without a monitor in the house. The EKG report showed it was only powered on once AFTER he deteriorated. Medic tried to cover his tracks because he failed to follow Universal patient care protocol, failed to follow scene management protocol, and failed to follow protocol of bringing equipment to my brother's side. Why was he not terminated? Or have any kind of sanction recommended to DPH when I filed a complaint against them.
