City of Tulsa Water and Refuse review: Collection of 12-year-old unknown/unverifiable water bill

I've ordered new water and refuse service at family homestead where I have not lived in over 45 years. On 10/2/24 The city refuses to provide service until I pay a $312.00 bill that's tied to my social security number for service at that address that was due Decemer 28, 2012. Utilities at that address have never been in my name, but ALWAYS in name of my deceased parents. My son has had service at that address since March, 2012 with all bills paid until he moved in September, 2024. The city cannot produce a billing history or billing address for the charges and says file a dispute or pay the bill if I want service. I have not been connected to that address since high school graduation In the ‘70’s. I need a mediator to assist with obtaining the validity of this bill, clear my name and grant my water service request.
