Beijing Sincoheren Science & Technology review: Precipulse rejected by health canada at customs

I did received the mainframe and the handles. But DHL had to bring back the handles has it was not compliant with Health Canada regulations. Sincoheren did recovered the handles and then they offered me to wait for them to sell to another customer in the region which never happened after 3 years. They offered me about 1000$ refund which I never saw the color...
I would like them to recover the box and give me full refund.
