Avenue Living Apartments review: eviction protocol

I personally do not live in Avenue Living Apartments but I own a home across the street from a few of there apartments.
Meaning I watch monthly the amount of children's toys and furniture getting thrown over the balcony at the end of the month.
I have gone over and asked where all these perfectly good toys and furniture goes and was told it goes to the city dump. My next question was why is it always kids things left over, to find out that welfare will replace children's things over adults things so the parents leave all the kids toys and furniture because they will receive new items when then go for the next apartment. only to then have them be left to get new stuff.
The couch's and mattresses can go to the dump as these apartments are infested with Bedbugs and cockroach's (one of the employees was nice enough to share this lovely tidbit). But the hard plastic toys should be donated to kids who will actually play with them not sit in our dump.
