My Absolute LAST Resort was to contact the Western Australia State politician ‘Cassie Rowe MLA being the so-called Irresponsible Member for the Belmont area’ in Perth city, of Western Australia state ... who like All Politicians did and do Absolutely Nothing ... because WA state politician Casssie Rowe misconduct and ill behaviour mirrors that She consistently is being "Weak and Incompetent and Spineless and Corrupt and a Compulsive Professional Liar as well as Cassie Rowe has absolute Zero Leadership attributes" !
Employees at the City of Belmont and I have been horrendously treated AND threatened multiple times by the City of Belmont CEO ‘John Christie’ for actually doing their jobs in raising legitimate safety issues in relation to the recently constructed City of Belmont Hub complex buildings.
The following personnel have ‘repeatedly’ displayed appalling AND disgusting behaviour AND consistent serious misconduct resulting in multiple Breaches of the WA Local Government Act. Also, as part of penalties strongly recommended to be enforced, the following personnel should be removed from their respective roles with ‘immediate’ effect based on the serious nature of specifics examples I have outlined below that I have personally witnessed AND that I also been on the receiving end of mistreatment as a consequence of the following FIVE personnel ‘repeated lack of action’ AND ‘their attitudes’ toward ALL staff employees at the City of Belmont.
It should be noted in support of this submission, that there are very serious ‘staff retention’ issues at the City of Belmont (which Mayor Phil Marks did admit to me verbally) due to ‘disgruntled staff’ being fed up with ‘very incompetent’ and ‘very corrupt’ Senior management staff as well as Middle management staff at the City of Belmont.
The following personnel have ‘displayed & misconducted’ the following attributes (with further examples specified below) that bring the City of Belmont ‘public image’ into disrepute (as the Toxic Slum of Perth city) as well as give the Perth AND Western Australia ‘image’ a bad name in the eyes of the public.

· Ms Griggs directs her Library ‘staff’ to monitor EVERY Library ‘user’ when they enter the Male and Female toilets and ‘times’ EACH library user (with a stop watch) to measure how long people are in the Toilets for… this is blatant and deliberate ABUSE and INVASION of anyone’s Right to their own Privacy.
· The City of Belmont ‘Security’ department also ABUSE their use of the CCTV system across the Belmont Hub by ABUSIVELY ‘invading library users PRIVACY’ whom also monitor AND time how long EACH person are in the Male and Female Toilets
· There have been repeated/multiple/similar incidents that I have 'witnessed' where certain Library staff (i.e. not all staff) , at the Belmont Hub, have spoken and treated INAPPROPRIATELY towards library Users.
· This is deliberately causing a significant/noticeable ‘reduction of Library users’ whom will Not tolerate this and go elsewhere to other Council libraries
· I have witnessed certain library staff (i.e. not all staff) lacking people skills by speaking to Library users in a bullying or dictator or threatening or violent or hostile manner, which was reported MULTIPLE times but NOTHING was done about it
· I have witnessed certain library staff (i.e. not all staff) lacking in common sense and yell/talk louder than ‘school children’
· I have witnessed certain library staff (i.e. not all staff) treat 'adults' as if they are 'school children'
· I have witnessed certain library staff (i.e. not all staff) be disrespectful or insulting or offensive to others, again, which was reported MULTIPLE time but NOTHING was done about it
· I have witnessed certain library staff (i.e. not all staff) be 'forceful' and 'deliberately intimidating', again, which was reported and nothing was done about it
· I have witnessed certain library staff (i.e. not all staff) 'lie' and lack professional integrity.
· As these are re-occuring themes by only 'certain' Library staff (i.e. not all staff), it is clear 'Natasha Griggs' is UNABLE to solve problems AND not able to exercise any Leadership in her role as to how to 'coach' ALL Library staff members to an acceptable SAME standardised level.
· It is clearly obvious, as these issues were NOT resolved the FIRST time, that the Library Manager 'Natasha Griggs' LACKS the Leadership attributes and LACKS the ability to 'solve problems'
· Instead Ms Griggs just makes 'excuses and lies' to AVOID any accountability on her behalf of her library staff conduct/misconduct, for which Ms Griggs is 100% accountable for.
· Ms Griggs is BLATANTLY and OBVIOUSLY 'not the suitable' person for this specific role as Library Manager
· Natasha Griggs should be removed from Library Manager position effective immediately
· It was recently confirmed that Ms Griggs AND all Library Staff AND all Security Staff via their own 'city of Belmont' work computer use the Belmont Hub CCTV system to zoom into Library User's 'personal space' in a 'stalking AND shadowing' harassing manner, which is blatent ABUSE and INVASION of any Library Users right to their own Privacy
· It was also recently witnessed by me on TWO separate occasions, and confirmed by Natasha Griggs, that she directs and instructs Library Staff to deliberately 'stand outside the Toilets' to Wait/Stalk/Time ANY Library Users 'while they are in the Toilet' which is blatent ABUSE and INVASION of any Library Users right to their own Privacy
· Ms Griggs justification for this level of "stalking & harassing" that she has instructed to her staff, was due to allegations ONLY of 'drug users using the Toilets to consume' which is a blatent LIE and SUMS UP the level of Natasha Griggs incompetence.
· I have NEVER seen any drug use NOR any evidence of drug use in ANY of the Library Toilets whatsoever, and the fact that Natasha Griggs is now considering having ALL the Toilets 'permanently closed' in a Public Library confirms she has absolutely NO IDEA what she is doing.
· ALSO, the Library staff are unnecessarily 'interrupting/harassing' Library Users (under the direction of Ms Griggs), which in turn results in 'multiple' Library Users getting Upset and Frustrated in being 'disturbed' unnecessarily 'bothered', hence, which then creates 'unnecessary amount' of Incident Reports...that was 'initially caused' by certain Library staff appalling level of behaviour towards Library Users in the first place.
In regards to the allegations of Ms Griggs using the CCTV to zoom in on library users personal computers and of Mr Smith tracking library user’s computer IP addresses:
= Ms Griggs confirmed to me verbally that Library staff are rostered to watch/monitor the CCTV 'cameras' when they are NOT conducting their shift in person at respective desks at the Library ground & first floors;
= Jason (Supervisor) also confirmed to me verbally in person that Library staff are also rostered to watch CCTV 'cameras' when they are NOT conducting their shift in person at reception desks at the Library ground & first floors;
= Edith (Coordinator) also confirmed to me verbally in person that Library staff are also rostered to watch CCTV 'cameras' when they are NOT conducting their respective shifts at the reception desks at the Library ground & first floors;
= Ms Griggs had verbally confirmed to me this is 'standard Library staff practice' of whereby I have personally witnessed incidents of Library staff are waiting/stalking 'outside toilets' waiting for Library users to exit;
= Ms Griggs had also verbally confirmed to me as 'standard Library staff practice' of whereby I have personally witnessed incidents of Library staff have repeatedly used CCTV cameras to watch Library users enter/exit toilets and then call Security to attend in order to 'harass' Library users unnecessarily and with NO justification in doing so;
= I have also personally witnessed Library staff watching CCTV cameras at their respective Reception desk computers at the Library ground & first floors;
I have previously personally conducted security related roles, hence, ONLY Security personnel whom have security 'licenses' issued by State authorities should ONLY be permitted to monitor CCTV cameras;
= the fact that ANY staff member has CCTV camera access/authorisation confirms there is INSUFFICIENT RESTRICTED CONTROL of who has access to CCTV cameras;
= also, if anyone can access CCTV cameras (whom are NOT Security licenced/qualified/permitted) does then very easily lead to causes of ABUSIVE use as well as INVASION use of any individual's right to their personal 'space/privacy';
= if certain staff do NOT have Security qualifications/licence as issued by State authorities, hence, they should NOT be legally allowed to monitor CCTV cameras;
= the City of Belmont is 'illegally authorising' ANY staff member to access CCTV cameras without the required Security training AND also without any Security credentials, hence, full accountability falls on both Ms Natasha Griggs (Library Manager) AND Mr John Christie (CEO) of ANY/ALL staff members whom are literally 'Spying and Stalkinging' library users via their respective use of the City of Belmont CCTV cameras;
= the use & monitoring of CCTV cameras should ONLY be authorised/utilised by Security personnel ONLY;
= also, Mr Smith's tracking of Library Users' IP addresses was confirmed to me by Mr John Christie (CEO).
