Irvine Company - Asking for all my personal identity and financial information on paper.

Date of incident: 3/2/2021

I presently live in a one bedroom rental unit with my husband at an Irvine Company Apartment community in San Jose, CA (The North Park Apartment Homes). Our lease is expiring on 3/30/2021, so we decided to vacate the apartment and lease a two bedroom unit at the current market rate in the same community. Presently they are have a promotional offer for new applicants of up to 6 weeks rent free, but since we are already existing residents of the community we were told we are not eligible for any promotional offers. That was something we were willing to forego because we liked the community. But then we were told for a transfer of unit we will be treated as new applicants otherwise like paying for security deposit, pet deposit etc. Now comes the worst, we were then asked to make a deposit $200 to reserve our chosen apartment with a cheque, and we were sent a form asking for all our personal identity and financial information. We were supposed to take a printout of the form fill it with a pen and physically hand it to a person at the residents services with absolutely no trail as to who is accessing the information. Whereas for a new applicant there is in online digital portal to do so (that is what we did when we rented our apartment). We were told we cannot digitally submit our information (which they already have) since we are existing residents so we have to physically hand it over in pen and paper. We absolutely refused to do so.

Desired outcome: Rent an apartment in the same community, with the promotional offer (if possible) with no personal information on paper. It they want my information I can do so digitally through their website like any other new applicant.
