Detective Mark Charlebois #815 sexually assaulted my daughter while she went to the washroom at District 2 police station. My daughter was 14 years old at the time and was there because her friend was charged for shop lifting at Hillcrest Mall on Yonge Street. No charges were laid against my daughter.
The OIPRD refused to investigate saying they "had no jurisdiction" on the crime. Chief Eric Jolliffe refused to investigate saying she was lying without an investigation and no police officer would investigate and only harassed her and my family.
No charges were laid and no justice was done. Since this time I have learned that 2 York Regional Police officers were charged for sexual assault (Cst. Noor Khan and Cst. Brent Rouillard).
The York Regional Police force is sick, twisted and corrupt. They can not be trusted and females must be aware of how sick and twisted these individuals are. Do not trust the YRP and do not trust Detective Mark Charlebois #815. He is a rapist, a pervert and a sick and twisted individual as are many other York Regional Police officers. They will lie and cover up their crimes.
My daughter has been traumatized and will suffer for the remainder of her life because of this monster. I understand this pervert and creep did this to many others and it is always covered up. SHAME!
The complaint has been investigated and resolved to the customer’s satisfaction.
When he investigated a case in Markham for our company I heard this guy Detective Mark Charlebois refer to the criminal as a "[censored]" . First and only cop I have heard use the n word in my 25 years in Canada.
When I expressed shock he became aggressive and said the n word once again. He had two uniformed cops with him, a Chinese male and white female. They laughed hard at his use of the N word.

A York Regional Police officer has been charged with sexual assault.
Constable Noor Khan, 32, has been charged in relation to an alleged incident involving a 28-year-old woman, according to Ontario's Special Investigations Unit.
The alleged incident happened on Jan. 27 "when the woman was arrested and then en route to the police station in the officer's cruiser, " an SIU news release says.
The SIU, which investigates reports of injury, death and sexual assault involving police, said York Regional Police contacted it about a complaint on Feb. 1.
"As chief, I assure you I take any allegations against our officers very seriously, " York Regional Police Chief Eric Jolliffe said in an e-mail. "Our front-line supervisors acted in accordance with our values of integrity and accountability by ensuring the SIU was notified of this matter."
Chief Jolliffe said Constable Noor would be suspended with pay. The constable has been with the force since August, 2008.

York Regional Police has suspended an off-duty officer following an investigation and subsequent charges laid by the Toronto Police Service.
On Saturday, November 19, 2011, officers with the Toronto Police Service arrested Constable Brent ROUILLARD, 38, of Toronto.
Constable ROUILLARD is charged with Sexual Assault X2, Careless Storage of a Restricted Weapon and Careless Storage of Ammunition.
Constable ROUILLARD has been a member of York Regional Police since December 2006. He was assigned to Uniform Patrol before transferring to the Special Services Unit in January 2011.
Constable ROUILLARD was suspended with pay on Sunday, November, 20, 2011, pending the resolution of these charges.
“It is extremely disappointing, both for the command staff and the dedicated frontline officers and staff working diligently every day, that an officer within our organization has been charged, ” said York Regional Police Chief Eric Jolliffe. “We must now allow the case to make its way through the justice system.”

York Region police have charged a 23-year veteran officer and his long-time girlfriend with running a brothel in Newmarket.
Police announced yesterday that Sergeant Robert Penman, 52, of Newmarket, faces a charge of keeping a common bawdy house, two counts of procuring for the purpose of prostitution and breach of trust.
Police also charged Yvonne Regner, 35, with keeping a common bawdy house.
One police source said Regner was his girlfriend and that they lived across from each other on a street called On Bogart Circle, where they also allegedly kept the bawdy house.
York police Chief Armand La Barge noted that charges follow on the heels of a "thorough investigation" by the force's professional standards branch.
"We take the allegations of misconduct by police officers very seriously, " La Barge said.
The chief said he knew the veteran officer personally, referring to him as a "longstanding member of the organization and a good member."
La Barge said the standards branch began investigating last September, after tips from "a number of sources, " including "internal information."
The chief wouldn't say whether York police had gone undercover as part of the investigation of their colleague.
"This is before the courts; I can't go into details, " he said.
As part of the investigation, police executed a search warrant at Penman's house late last year. The warrant and other documents in the case have been sealed by the court.
Penman, a divorced father of four, was suspended with pay Dec. 30. At the time of his suspension, he was working at 2 District and had about 30 officers under his command.
Charges are anticipated against Penman under the Police Services Act, according to a news release.
"It's extremely disappointing, " the chief said of yesterday's arrest, emphasizing that this was an "isolated event.''
"Undoubtedly, this will have an impact collectively on the organization, " he said.
"It can't help but have an impact when one of your own is charged with a criminal offence."
Penman and Regner are to appear in Newmarket court on April 7.
