According to NYS Sales Tax Laws, Robert and Lorraine Aichele were responsible for collecting the NYS 8% Sales Tax at the time of sale when you bought your horse.
Based on the price of your horse at $2600, they should have collected an additional $208 from you, and noted that on your receipt. Total purchase price would have been $2808.
I would contact Robert and Lorraine Aichele and demand that they issue you a Duplicate receipt. If they added in the sales tax on the $2600, that was incorrect.
You do NOT have to pay the Sales Tax. Contact the NYS Department of Taxation and Finance in a couple of months to inquire if they did pay it. If they didn't, you will need to fill out Form ST-141. Attach a copy of your receipt as well as information on who you bought the horse from and why you are paying the 8% Sales Tax and include a check for $206.
They may make the claim that they used your horse in lessons at their NFP Patchwork before selling him to you thus making him Tax Exempt. Any horse that is bought for the purpose of Re-sale for a profit "IN THE SAME YEAR" is subject to 8% Sales Tax.
