Saeed Mohammed Khurshid Almutawa (Emirati national), also known as "His Excellency" – his recognised title in Dubai – is the CEO of MBM Holding, Dubai, and a Director and shareholder of Manasi S General Trading LLC. 

Sarbaz Abdul Zada H. Maula Noor (also known as Saeed Sarbaz; (Afghan national DOB 01/01/1997) and Saeed Mohammed Khurshid Almutawa are joint directors of Manasi S General Trading LLC. Sarbaz recently bought out the other partner, Mr Parmanand Chetan Das (Indian national), Sarbaz also holder of Turkish passport.

There are multiple companies owned and controlled by these individuals, which I will summarise at the end of this statement.

Why am I publishing this information? Because, in my opinion and based on my investigations, these individuals have systematically deceived business partners and customers.

Their modus operandi is to sell LPG to customers introduced by third parties while representing that the LPG originates from legitimate Middle Eastern suppliers. However, my investigations indicate that the LPG originates from Iran and is subject to sanctions. They arrange false or forged country-of-origin documentation through Whales Shipping Line LLC, based in Fujairah, UAE, operated by Mr Faizel Whale.

According to the evidence I have gathered, Manasi vessels sail to waters off Iraq and then disable their AIS tracking systems. The vessels either proceed to Iran for loading operations or conduct ship-to-ship (STS) transfers. The vessels then return to Iraqi waters and reactivate their AIS systems. Bills of lading originally issued in the name of Alliance Energy Pvt Ltd (an entity already listed by OFAC) are cancelled and reissued in the name of Manasi S General Trading LLC, or one of their many other companies.

By this stage, genuine letters of credit have already been received from customers. Manasi then allegedly presents documentation to the bank in order to obtain payment. In my view, this constitutes deception and fraud. I also understand that His Excellency is a 51% profit participant within the company.

Over the last three years, I have investigated their activities, shipping operations, and customer networks at discharge ports. I am now in possession of 157 documents, including emails provided by a former employee of Manasi giving instructions to the vessel captain to ensure the AIS is turned off and sail to Iran, cancelled bills of lading,false country-of-origin certificates, proforma Invoices, customers LCs, vessel acquisition records, passports, Emirates IDs, office addresses, and other supporting material.

In my assessment, the principal individual behind these activities is Mohammad Shakol Mihandoust (also known as Shakor or Haja Shakur; Pakistani national, although his Turkish passport reportedly states that he is Iranian DOB 24/11/1982) but now a Turkish national 

He is connected with, or controls, a number of entities including Sakour Trading Co LLC, Alliance Energy, Sahel Star Oil & Gas LLC, Manasi Group, Epic Energy Pvt Ltd (Pakistan), Kamzar General Trading LLC, and a joint venture with Octane Energy Group FZCO, an entity that has been subject to sanctions. His partner in that venture is Mr Syed Hassan (also known as Syed Jalil Hussain DOB 13/04/1972), a Pakistani national residing in Colonge Germany.

Another individual involved in the financial side of these operations is Mr Shakil Ali Kayamkhani (also known as Shakil Khan; Indian national), together with Mr Ilyas Huseyin Han (also known as Ilyas Hussain Khan; Pakistani national) but now holder of Turkish passport.

Although multiple office addresses have been used, they are understood to operate primarily from Citadel Tower, Office 309, Business Bay, Dubai.
