La Quinta Inns & Suites / terrible cleaning and ac broken

Purchased room through Expedia. Front desk gave us a broken, uncleaned room. AC was broken, carpet was not vacuumed and pubic hairs all over sink, floor, toilet and bath tub. Front desk told us $20 refund is top amount offered to compensate for inconvenience, but they claim 100% satisfaction. Not satisfied! I called Expedia customer care, and they called to argue a twenty dollar refund. Pubic hairs and lack of AC should be a full refund. The Reno La Quinta Inn is terrible to Expedia customers.
