They host a number of URLs sent by spammers and serve as the originator for some of the e-mails.

When reported, they send an automatic message claiming there either the report is incomplete, does not contain their ISP, et cetera. After resending multiple times, you will get a human who claims their "automatic analysis" did not detect their IP number and demand you resend the complaint that, of course, has their IP parsed with links identifying them.

They then claim you reported some other ISP.

This goes on. Finally, without acting on any of the reports, they threaten to block you as a spammer.
