Embassy of the United Republic of Tanzania Washington D.C., USA review: passport

My wife was told to contact the embassy to update her passport after marriage. We filled out the form and paid fees and got an appointment. To do fingerprinting and biometrics. On the day my wife was met with hostility by the person dealing with her case. Because she pointed out an error in communication. Please help I don't understand why they are hostile. I tried to intervene on my wife's behalf and was told that i'm not tanzanian and she will only talk in swahili and if my wife continues to talk in english she will just hang up. Not to mention that the first lady called my wife phone after to argue with her for making a complaint about her performance.
