Subject: Formal Grievance – Sex Discrimination and Disparate Access in the CMHA Housing Application Process

I am submitting this formal grievance regarding sex discrimination and disparate access in the CMHA housing application process. This grievance is not related to the outcome of the lottery, as no outcome has occurred. Instead, it concerns unequal access to the application process itself compared to similarly situated female applicants.

I am a homeless applicant with circumstances connected to domestic violence. Under the Fair Housing Act, Section 504, Title VI, and VAWA protections, I am entitled to equal access, non-discriminatory treatment, and fair processing regardless of gender.

Disparate Access Compared to Female Applicants

I have observed and experienced that female applicants in similar circumstances received access, assistance, and accommodations that I did not, including staff assistance with completing or navigating the application, guidance and instructions that were not provided to me, priority or facilitated access to the application process, and support related to DV-connected homelessness that I was denied.

Failure to Accommodate DV-Related Homelessness

As a homeless applicant whose circumstances are connected to domestic violence, I should receive equal access and support under VAWA protections. However, I was not provided the same access or accommodations that female DV-affected applicants routinely receive.

Impact on My Ability to Access the Process

These disparities directly affected my ability to access the application process, receive accurate and timely information, complete required steps, and participate on equal footing with other applicants.

Requested Action

I respectfully request a formal review of my application access experience, a determination of whether sex-based disparate treatment occurred, corrective action to ensure I receive equal access to the housing process, and written confirmation of the findings and any steps taken.
