Better Gift 4 You (bettergift4y.com) review: Takes $, doesn't ship order

I ordered 3 pairs of shoes for about $275 on Aug 26. Order confirmation required me to verify sizes to process order, which I sent in reply. That same email replied as an Auto-responder, says my order will be filled. No tracking # provided but they charged my credit card immediately. Per "bettergift4y"website, orders "ship within 5-10 business days" so, after that window had expired (Sept 12), I asked for my shipping/tracking via email to keep everything in writing. All responses are "automated" still with no tracking/shipping info provided; eventually says to submit a request for refund but there's no way to do that on their website and no way to connect with actual customer service.
I sent an email to the "customer service" address on their website; another auto-response says they can't issue me a refund, with a copy of a blurb from PayPal that their account is frozen. What a surprise.
Credit card says payment remitted in California, but no CA biz filing exists. Online search shows multiple locations appear as address for this business, from AZ to IS (Israel?)
As of today, my credit card has issued me a temporary credit. We shall see if this merchant disputes my refund.
