The top crust is so thin is like tissue -- transparent once baked.
I've been buying these pot pies for many years. Over the past few years I've noticed the sparseness. Less and less inside the pies. I have taken to adding my own "extras". When partly baked, I make a crosscut on the top crust and fold back the corners to add my extras. But the one thing I can't change is the CRUST.
I normally buy the chicken and beef, and sometimes the turkey. This is not a one-time occurrence, but over the past several years. Doesn't matter which store. So it is a purposeful production decision by Banquet

I agree, most pre prepared foods one buys now, constantly are degraded to make it cheaper to produce, while prices keep increasing..
