I think I'm facing the same problem too.this time it's Dominic, imelda, celine and agent Alvin are involved...we paid deposit already to a room that we never see before..they showed us 16th flr then after we agreed Alvin the agent suddenly said that the actual unit we are renting is in level 10..I don't know why we just agreed to pay deposit ..it's been almost 2 weeks now for everyday that I'm chasing them to let us view the room but until now we haven't ..tomorrow imelda will see us and wants to collect our balance..we are going to the police now to consult if u want to join us please reply on this comment.

You guys sound to me like a bunch of cowboys, firstly, who has this situation in the first place? The fact the room wasn't ready and cost twice as much is frankly unacceptable, what happened after that is immaterial, and the communication style is ridiculous, I agree with Beppi, I will be avoiding Atlas Alliance like the plague!

Hey this has just happened to me too. It is now known that ATLAS ALLIANCE LIKE TO TARGET FOREIGNERS, especially INDONESIANS! BE CAREFUL OF THESE PEOPLE!
I Paid a $1550/month for a junior master suite and it was not available for 2 days in a row. whats more is that a tenant was still living in the room that was supposed to be available for me! we also paid a 1 month advanced.
We have proceeded with small claims tribunal and will be following up this matter. I suggest that we all do the same thing and follow up on SMALL CLAIMS TRIBUNAL. CASE won't do anything... because they can't . so far, imelda has not been straight forward in her emails and have been reporting FALSE news.
Again I strongly advice that all of you go to SMALL CLAIMS TRIBUNAL immediately, they will bring the law/police into this matter and resolve it ASAP. If we all go to SCT we can shut these guys down!

I hope we guys can work together to pin these 2 ### by giving me all those actions that you have tried for instance any police report # or lawyer whom you have consulted. We hereby suggest you once again communicate with Dominic Chan Wai Meng on what he has agreed and signed with us on 12-Feb-12 (the date we supposed to move in) which he proposed to pay for the mover fees hence we have to stop our movers half way to move into this unit 167, Petir Road.
You may refer to terms (c) which clearly stated that “Dominic CHAN WAI MENG agreed to give an exact date on house move in on Monday (13th Feb 2012). Failure to do so, full refund of 2 months rental deposit and compensation of 1 month. ”
On 13th Feb, We have waited till late night, and yet, there was no one replies us regards to the move in date!
6 of us, HOMELESS, STRESSFUL, we are being forced to ON LEAVE to prepare everything on the house move in, what we get? We, did our best to TRUST, COOPERATE and TOLERATE on countless broken promise and what we get in return? Keeps delaying us the refund and compensation again and again! YOU both have broken the TRUST between us.
Anyway, I still cannot understand what you mean 26th Feb? Isn’t you mean the move in date delay to another 2 weeks later? No one told us on this date? I just received a sms on 14th Feb 12 from our agent, John, he mentioned that Dominic only sms him “26th Feb” but he wondering what’s it mean, and will revert after John clarify with Dominic Chan, at last AGAIN no respond.
Overall, it is clear to everyone that the tenancy agreement was breach, this is the fact. And what we want, is just our money back, we need the money badly which this was delaying us for so long.

Last but not least, if Dominic Chan Wai Meng and you still do not want to settle this internally then we are here to remind Dominic Chan Wai Meng that, let’s meet at the small claim tribunals on next Tuesday, 28th Feb 12 at 3.15pm. As we have got no choice but to do so.

March 1, 2012 - MOVE-IN DATE IN ELIZABETH HEIGHTS CONDOMINIUM, CAIRNHILL ROAD (they were clearly informed about this since day 1.)

JANUARY 8, 2012 - MADE RESERVATION; met DOMINIC the first time but it was really IMELDA who's communicating with us. Again, informed them of our moving date. They promised that the room and the whole unit will be completed and furnished since March 1 is STILL FAR. we didn't meet IMELDA in person that day.

February 5, 2012 - We have heard of the online forums, read. We want to double check ourselves, so we visited the condominium, met SELENE. DOMINIC didn't show up even though few hours before we went to the place, it was DOMINIC who keep on replying and answering our messages. BUT he didn't show up instead, asked SELENE who we didn't know to handle us. The whole unit is STILL NO PROGRESS at that time. SELENE reasoned the CHANGE IN MANAGEMENT, THEN CHINESE NEW YEAR AND some CONTRACTOR ISSUES-- those were the reasons for delay. Then, asked SELENE how true are those stories over the internet, those accusations and everything but of course, as what we were expecting, she DENIED.

What was happening then was quite questionable already and really we want to just get our money. So this same date also, WE MESSAGED DOMINIC AND IMELDA about our intention of doing a refund. They refused to give us the refund. They said that we SIGNED the pre-tenancy Agreement stating that the money cannot be refunded once we decide to withdraw in the process. SO OKAY, FINE. Even though we really don't want to continue anymore, we were FORCED to continue just to SAVE our money and not to put into WASTE. WE EMAILED THEM. SAYING THAT "OKAY, BOTH PARTIES AGREED. WE WILL CONTINUE AND COMMENCE MOVING IN ON MARCH 1, 2012. WE ARE EXPECTING FOR A FURNISHED UNIT AND A REASONABLE AMBIENCE OF A HOUSE UPON MOVING IN".-- they didn't reply.

In between, we are asking them for a meet up to sign the contract since we want already a paper to hold on to. But, DOMINIC messaged us back that IF WE WANT TO SIGN THE CONTRACT, we should have the $800 already AGAIN for the advance payment! Imagine, the unit was not ready yet but still have their THICK FACE to ask MONEY from us again!

February 27, 2012 - SMS IMELDA and DOMINIC asking for appointment to visit the house and signing of contract. We ask them if could meet 27, 28 or 29. Just for us to check the unit before moving in. Honestly, we are expecting for a finished unit already since it has been two months that the UNIT is renovating and furnishing. - Imelda set to Feb 29, since Feb 28 SHE SAID SHE'S NOT AVAILABLE.

February 29, 2012 - TODAY, 7:30PM, we went to the Condo, Elizabeth Heights, hoping to see IMELDA but in the end it was DOMINIC who faced us. DOMINIC with two guys (we don't know if his body guards or what, maybe expecting to some close fight or whatever) AND to again our disappointment, we found the SAME EMPTY UNIT, MORE MESSY SOME MORE, FULL OF CRAP AND WHAT IS ADDED WAS A PARTITION FOR ANOTHER ROOM IN THE LIVING ROOM! WOW, THIS PEOPLE REALLY SUCKS. FULL OF RUBBISHES IN THEIR HEADSI THINK DOMINIC DOES NOT KNOW WHAT A FULLY FURNISHED HOUSE IS. THE ROOM THAT WE WERE SUPPOSED TO OCCUPY TOMORROW IS OCCUPIED! DOMINIC TOLD US THAT THE LADY WILL MOVE OUT TOMORROW MORNING. WE KNOCKED ON THE DOOR, SPOKE TO LADY OCCUPYING THE ROOM AND THE LADY DIDN'T EVEN KNOW THAT SHE IS MOVING OUT! i have been a victim of these people, IMELDA NANGOI- an indonesian,   a guy named DOMINIC, SELENE- a local singaporean and the indian/malay guy (gary) together with sarah.
just thinking of all the troubles caused by them again is giving me headache.
they  promised a room on the move in date, walled up, with ac and furnished, i have  signed the pretenancy and paid the downpayment one month before the signed move in date.
one week before the move in date i asked imelda for me to sign the contract but she said she is not available and keep on reasoning out.
Sarah and selene met me up and after visiting the place, still not walled up and no furnitures, and to put it simply, there was NO ROOM!
 
dealing with her/ them IS VERRRY DIFFICULT! It is frustrating and stressful thinking you will end up homeless because your current house will be occupied the next day.
they even threathened that i will not get the room on the move in date if i didnt give the full payment  immediately ---when the room itself is not even available!
yes i got my money back, , but that was after a VERY VERY hard chase.
i am planning of filling a case of extortion and fraud against these people if i can gather more people with the same situation.

police said they have received alot of complains against her and should escalate the reports to the immigration immediately since shes a foreigner... Yes it may be a registered company but what they have been doing is ILLEGAL

Reading all the scenarios from the victims, happening not only once, yes this is a serious case of extortion and fraud. And yes obviously CHEATING And under the Singapore law, extortion and cheating is a major offense:
Under our penal code: whoever unintentionally puts any person in fear of any injury to that person or another, dishonestly induces the person to put in fear to deliver to any person or valuable security, or anything signed or sealed which may be converted into a valuable security, commits extortion.
This is punishable with 2-7years imprisonment and caning.
Check out the Sg Penal code, and file a case.

Atlas Alliance is brave enough doing such things because they know we can't afford to have a lawyer..

Dominic is lucky enough this case happened in Singapore, if this was in other country, he might ended up like in a serious situation for cheating..

You don't have to afford a lawyer. Police reports are fruitless as they do not have much jurisdictions. Singapore has set up a very strict council governing the actions of Estate Agencies. You can find more information at www.cea.gov.sg. I have cut and copied a certain passage.

from the above it is clear that they are performing estate agencies work and you should be able to file a complain at the given website.

I would strongly suggest to the victims to file a thorough and separate complaint letter directly to CEA, they have a compalints link form on their website.
Attached with your letter all the fraud documents they have issued as proof of evidence.
I hope this will settle and put the culprit behind bars.

I am currently doing a search about them--- imelda nangoi/dominic chan as i have a same case of fraudulent contract with them. Alibis are change of company, change of management, change of contractor for an agreed unit/room, months ahead prior to signing pretenancy. they will hold you without the contract til the very last minute with all alibis. Extort you by letting you pay the full amount without the unit, as you are left with no choice but to settle in, one day before the move in date.
The very same case happened to us. They have been doing this since last year and I know more victims will surface!
Its good i got this forum and people are filing a case. I will support and have all evidence against them.
I am appealing to authorities who will read this. Go investigate and see for yourself the activity of these people. It is illegal and a scam! After all the troubles they have caused, they should not only be jailed... They should be caned!

From what I read, it seems everybody has to go through lots of of stress, phone calls, messages and even to small claims tribunal before getting their money back! Ms. NANGOI DEMELZA CARMELITA & Mr. DOMINIC CHAN WAI MENG have put in place a scheme to cheat/scam people of their money. They take the money and keep for as long as they can before eventually returning it (if they do return!) I do know of some that even after going to SCT and they have not been able to get their money back! They don't even bother to appear at SCT! I am one of those that are waiting. I have filed police report and I hope justice will be carried out.

We too are victims of this woman. IMelda Nangoi happens to be the same as Demelza Nangoi who have cheated indonesians under a different company. Its a rent scam.
Do not deal with her. You will be in trouble...

We are escalating to the Indonesian Embassy by tomorrow
to file a case againt Ms Nangoi, an indonesian national.
We are now supported by the local authority.

Ms.Nangoi holds a Singapore IC I think. Whatever it is, do go to the Singapore Police and make a report as there are already reports with the Police on her. The Singapore Police say they will treat it as criminal case as she is obviously doing scams, cheating.
We need more victims to report to the Police so that she can't go on cheating others of their hard earned money.

Lets NOT allow such people get away from justice and law.
