Mitsubishi - Service dept

On april 12th 2021 I scheduled an oil change/recall to be fixed/ headlights not working appt. Appt was at 330. Dan from service called after 2 to let us know his only mechanic had to leave for a dr appt. We drove an hr to get there and was almost in Racine when we got the phone call. Dan said he wouldn't get all of the stuff done on my vehicle and he was going to take a look at my headlights first to see what was going on and he would give me a call and let me know what he found was wrong with headlights. It was a 2018 and both headlights were out and stated they shouldn't have went out at the same time so it could possibly be the relay in the lights. The service dept closes at 5pm and Dan called me at 445pm to let me know he got my lights fixed and that he changed both the bulbs. In the little over 2 hrs that he had the car the only thing he did was the lights. I stated to him that he clearly said he would call me before replacing anything and he never called to discuss the headlight issue. I told him to please put the old bulbs back in and that I would decide what I would do from there. He then said I would have to pay $15 for labor for the lights to be fixed but also stated from the beginning if it was a relay issue the service work would be covered under warranty. It leads me to believe he never changed the bulbs and they came disconnected and being I was a woman he could see me being gullible and just pay the outrageous service bill. The oil change never got done and the recall never got done. He was mad that I asked for him to put the old bulbs back in the car and I asked to set up another appt to get my oil change and recall fixed and he refused to set up an appt for me. Usually we get a survey when service is done on our vehicles. We have been mitsubishi customers for several years and have never had this issue until the new service guy Dan started. The porcaro mitsubishi in racine is the closest one available to us and where we have been servicing our cars for several years. My car is now 2000 miles over the oil change limit and seat belt recall is still not fixed. I have children that sit in the back seat and use the seat belts. The lack of Dan's poor service has now put myself and my 2 children in danger. Would it be possible for me to go to any mechanic to have this recall fixed?

Desired outcome: A place I can take my car to so it can be serviced properly
