Hi, I' m from Bulgaria
About two years ago I accidentally found a Russian website through which you can register for the green card lottery. I decided to try my luck and I register. Filled in a form with my name, from which country I am, what education I have and my home phone number. Then completely forgot about this site. Yesterday I received the following e-mail:

This is a scam. Beautifully structured email to deceive you. Did a small research online. The DV lottery winners will be informed only through standard post not by emails. Don't get caught yourself into this scam.

I am a housewife, and on February 15, 2011, got an email that my husband won the diversity visa lottery, we are very excited over this good fortune (in which this has been our long wait), before we make transfer payments, we opened the site the U.S. Department of state, it was so shocked and embarrassed was just a scam.
Can it be prevented things like this, because it only hurt a lot of people who hopefully will get a permanent resident?

IS A SCAM. Is impossible that a Government agency collect money by Western Union :)))) they use only Bank accounts, because all must be trackable at all moments if someone has complaints.
If you want my opinion (i am not an expert), simply ask to the real goverment site, google it and you will find.

Definitely! This is a scam, scam, scam...period. US Government agencies do not ask for money by Western Union or Money Gram, if money is to be paid to a govenment agencies (especially in foreign countries). Normal payment is done by cash, credit card, money order or personal check at the agency itself.. There are cases where payment are paid through a bank account, such as visa application fees. The key here is you must first register with the agency online. Obtain a control number of some type, go to a bank that they have destinated, with the control number, fill out a special form (in which the bank will have).
