The building has been under construction as renters move out for the last 2-3 months: now the stairwell is being worked on . Workers are here six days a week - week days until after 6pm, Saturdays at various times. Today they did something to the walls without telling anybody living there (or posting a note, or anything) - I have ruined a perfectly good coat by touching what I think is oil-based paint and several cleaners in the neighborhood say can not be removed. There is no consideration for the people living here.

You seem to me to be "that guy" as in the you are that guy that would ### if the work being done currently wasn't being done(ie stairwell WASN'T being fixed or the walls STILL needed to be painted). So this poor schmoo of a landlord has to hear your mouth NO MATTER WHAT. Christ, get a life...

I also live in a SW Management Building and the fact you were NOT notified about the stairs being painted in advance is how SW operates. S.W. are slum landlords. They do the minimal amount of work for their building, charge as much rent as they can get a way with and hire supers that don't actually have skills and have other jobs elsewhere. Trust me this is the way it will be as long as you are in their buildings.
Empower yourself with a camera, a printed letter, a certified mailing, and go down to small claims court to file a claim the next time you have damages caused by your landlord.
