S Harshil Builders & Developers review: fraud in sunder heritage construction mira road. 1

By this message i need to raise my voice against the fraud and scams which is being done by some builders against normal and middle class people like us. In my case i have booked 2 BHk flat in SUNDER HERITAGE mira road mumbai on 01-01-2013 which is developed by S Harshil Builders & Developers the construction work was not started at the time of booking and we were promised that it will start in 1 year in written form and if they fail to do so they will return the booking amount with 15% interest .
But till now it has been more than 4 years no work has been started and when we asked to return the money back they are giving false commitment or ask us to provide the letter in which it is mentioned that "due to some personal and unavoidable circumstances i am not in position to hold the said booking" and also "i ensure i will co-operate in case of delay of refund amount".
Please guide me what to do me and my family are in lot of tension we have invested more than 12 lacs for the booking and it has been more than 4 years and with no results.I think filing a case in police is of no use builder know how to handle the police it is their day to day activity.
