Queen City Chihuahuas review: Paid for puppy that I never got

I started speaking with Sabrina in October 2nd, 2022 about purchasing a female puppy from her. I sent a deposit to her on October 7th, 2022. First the dam of one litter died, then the other dam didn't have a female puppy for me. Then she kept saying, just a couple months and she would have another litter. She was very attentive and talkative and persuasive. Litter after litter there was not a female puppy for me. I kept making payments to her in hopes that she would have a litter with a female for me soon. Then it came up that she had an adult female that she would be willing to sell to me for breeding purposes. I accepted the price of $2,500 and even paid another $1,000 towards a stud fee to have the female bred to my choice of one of her studs. $3,500 total and month after month the female never came into heat to be bred. She kept telling me she took her to the vet and the vet kept saying, oh give it another month or two. At the end of the two months, again, nothing. I finally told Sabrina that I had been patient long enough and that I was requesting my money back. She says, well I don't have it right now, I can make payments back to you or I can pay you once this litter of Frenchie's is born on October 28th, 2023! That day comes and goes, I contact her again and she tells me that all but one puppy died. So I ask her what her plan is for reimbursing me... no response. I will now be taking legal action!
