Publisher's Clearing House – Sweepstakes

My husband has been "entering to win" the PCH sweepstakes for every bit of 20 years. The only "prize" that he has ever gotten were bills for magazines that he was forced to sign up for because he was made to believe that if he did not purchase said magazines, his entry to win the PCJ sweepstakes would be invalid. 20 years of this has added up, and has even destroyed his credit to a degree, because he eventually refused to pay for the magazines. So, with this in mind, how much of that $18.5 million is going to be awarded for following this scam for so many years?
