This company mentioned in its job ad that they were going to move over to the
East Bay in 6 months and that was one of the requirement to understand. So, if you
live in the East Bay you have to commute to San Rafael for 6 month til they move. I
was fine with that. But, I think I was not picked because like most Employers they
eliminate applicants by what they put in the salary requirement. I based it on Salary
data from Salary.com & Labor Dept.
Businesses & Companies need to know what the going market rate is for wage & salary.

The bill that you referenced has absolutely nothing to do with salary requirements. It has to do with descriminating against people based on whether or not they are currently employed.
I also imagine it is very important to know what an applicant expects in regards to salary before considering them for a position, as companies tend to have a budget allotted for the position's salary. Someone expecting more than can be provided is a waste of time for both the applicant, and the potential employer.
