Modivcare review: Bus passes

I am a substance abuse counselor at Lotus recovery Centers in Wilmington D.E. My client was not issued his bus pass for the month of September and after over an hour on the phone and three different provided phone numbers by Modivcare staff my questions could not be answered. This issue needs to be resolved due to the significant negative impact to the client, any and all considerations are greatly appreciated.
