Los Angeles University review: Life experience degree

I approached Los Angeles University (http://www.los-angeles-university.education/) in 2020 when I thought of adding a PhD qualification in my resume. I was replied by Professor Daniel Hasidim (His name has now changed to professor Arie Eytan) and I had paid him money in his personal bank account in Israel. They have good faculty listing. He replied by saying that my degree was dispatched but he did not share with me the details of the tracking number etc. I wrote to him again and he assured that he would send the certificate. After few reminders, he just vanished and stopped replying. This is very unprofessional behavior.
