It's a house review: Smells like a zoo and barking goes on for hours from 6am to 9am 1

I am trying to get someone to please do something about this home that is breeding dogs, they must have at least 7 dogs that they let out of their house sometimes at 5 am, 6 am, 7 am, 8 am and the dogs bark for hours. I have complained about the noise but this is more than noise. The entire area smells like a Zoo. The smell comes into our window. This is not fair to us. This is not fair to the animals. They are definitely being mistreated. They look filthy. It;s hard to see them because the owner has built an 8 foot fence made out of bamboo. Please do something about this. This is not healthy. I am a 66 year old woman. Please do something. Today they let these dogs oiut at 6:50 am and they are still barking at 8:45 am
