I am writing to request urgent intervention regarding an imminent ADA Title III and Section 504 violation at the four Gwinnett Senior Centers in Gwinnett County.
On June 5, the center issued 30‑day discharge notices requiring seniors to attend “independently without a caregiver,” with removals scheduled for July 3, 2026.
A June 8 Open Records Request returned “No Records Exist” for any written policy, legal basis, or ADA/504 compliance review supporting this exclusion. The County reaffirmed the unwritten rule on June 12.
Because Gwinnett Senior Centers receive Older Americans Act funding, Section 504 applies. A blanket exclusion of disabled seniors without individualized assessment violates federal law and exposes the County to significant liability.
Actions already taken:
• ADA complaint filed with DOJ
• Section 504 complaint filed with ARC
• Board of Commissioners notified
Requested action:
Immediate suspension of the “no caregiver” rule
Stay of all July 3 discharges
Country of complaint: United States
