EDD - State of California review: Unwarranted unemployment claims

I am a business owner struggling to keep up with "all things" associated with running a business, especially during recent CoVid-19 related challenges. I am now receiving unemployment insurance claims from individuals that voluntarily quit over a year ago. Not only does the responsibility and time committment to respond get put on me to "request a ruling" on what should obviously be unqualifying situations, but the "ruling request must be filed by" date was 3-weeks prior to the date the notification was postmarked to me! Then, in my efforts (more time) to get some answers/direction from the "social authorization center", the phones just go to busy signals. All the while the money I have dutifully paid in to unemployment insurance as an employer is being depleted by claims that do not fulfill the requirements to qualify. These funds should be protected for those who do qualify.
